In the state of California, can a lawyer put a lien on a judgment or settlement of their client?

If you owe outstanding monies to the attorney or to the ex partner, yes.

Especially if you are in violation of a court order for child or spousal support.

Judges do not take kindly to violations of court orders and along with contempt charges liens can be placed on any assets.
