when is it too late to plant tulips in the Pacific NW?

Does you ground freeze in the Pacific NW? We, here in the Midwest, plant tulip bulbs as late and as long as we can dig up the frozen soil.

The ground doesn't ususally freeze--but there is a time when it is too late. I may have already reached it just because they are gone from the stores!
