When has total power not currupted the person/government who had it?

It is said total power corrupts totally, so when has there ever been any leader or government that had total power that wasn’t corrupt?

Who or what does the Dalai Lama have control over? He is no head of state, no PM, Tzar, emperor, etc.

I was going to say the Dalai Lama, too. He is de facto both the spiritual leader and head of State of Tibet. He has been in “power” for over 64 years; longer than Castro or the Queen. To understand the power and position he holds over the Tibetans is to imagine a reincarnation of Jesus in the Oval Office.
