Does the President have the power to create federal agencies?

No. The creation of a federal agency requires an act of congress, and then further requires that congress appropriate funds for that agency’s operation each year.

The president can, however, create and appoint Presidential “commissions” or ad-hoc advisory committees. That happens fairly regularly. Those sorts of bodies, however, only have the power to recommend, rather than regulate.
