You probably didn’t really “delete” the toolbar, just hid it. In most Windows programs you can click on Tools / Toolbars (sometimes View / Toolbars) to see what toolbars are available. If one is hidden, then it won’t have a checkmark next to it. Check it (if it’s there) and it should reappear.
If the toolbar is truly deleted then I think MS Office generally allows a Tools / Toolbar / Reset Default will re-create all of the original toolbars as they came with the installed program.
And it’s generally not hard to Create new toolbars or customize the ones you do have to include the buttons you need for various functions.
