You did not show a shot of his tail or tell us his size. Perhaps you might post a picture of him standing next to a familiar object, such as a toilet, so we could have some perspective. With a Puli, the coat can be any number of solid colors. Pulis also have long stiff guard hairs that the softer under coat tends to wrap around, when the dog is properly groomed. It looks like he has guard hairs, and he definitely has the matting thing going on, just like Pulis tend to do. Pulis also have long tapering tails. You can’t see them in the picture, but they tend to curl a bit. He could also be a “Kommodor”: http//declubz.com/blog/2008/07/26/komondor-dog/ but get the sense that this dog is smaller than a Kommodor.
Of course, he could also be a poodle, or a mutt. ;)
