I think your question only hits the mark by accident. The first fact to remember is that global population is at its highest right now. We have plenty of people.
We do have psychotic people, and groups of psychotic people running the show. By psychotic, I mean they are not troubled by others’ suffering, and their wealth and power are prioritized over the suffering of others. Maybe they are evil, but more likely they don’t experience similar feelings of compassion and/or they are indoctrinated into the ethics and authority of mutant capitalism (see Confessions of an Economic Hitman). They aren’t out to kill “us” per se, but they are out to excavate the ground beneath our feet if it is profitable to do so.
If you believe that “spreading democracy” in the Middle East is code for making the world safe for multi-national corporations and the cabal of financiers behind central banks, then there’s some truth to the idea that “they” are killing off a chunk of the population that “refuses” to be co-opted, but it’s mostly incidental to taking control. Whoever is still around and who wants to become a good consumer (or whatever) will have that opportunity. So yeah, in a way they’re out to kill those who refuse to be like them or subscribe (in subservience) to their ideology. Those who don’t used to be called savages, but now they’re called terrorists.
I think all the financial turmoil you cite other than simply being scams for elite interests to make money are also a more or less coordinated effort to suck money out of the system in preparation for investment in a new wave of civilizing structure. The scale of the financial turmoil may be an indicator of how consolidated these interests have become in their power.
