Does surface tension of water decrease with rising temperature?

My cousin realized that sugar makes a louder noise when being poured into cold water, as opposed to tea. Can anyone confirm whether this is due to an increase of surface tension?

It decreases as temperature goes up.

The surface tension decreases about 20% if you increase the temperature from room temperature to just below boiling.

I can’t say if that is enough to affects the noise significantly.
