“If you suddenly turn and deck the bully, you are then viewed as the aggressor , I get this feeling from people am I wrong?”
Depends on what the bully did to warrant being considered a bully and/or action. I usually just took steps to keep from getting hurt, and to signal that I would hurt them if they continued. However if I agree someone was bullying, I tend to call them the aggressor and say they were at cause, though a counter-attack might be out of proportion. I give a lot of leeway to people who take threats seriously and are reasonably afraid a bully may act as they’re implying.
However it is certainly a common story that gets discussed a lot online that schools have punished students for fighting with bullies. I tend to sympathize and think the bully is responsible for what they get… though it really depends on the specific case.

Uh, some people might tend to assume that, but I certainly don’t, and offhand I can’t think of anyone I know that I think thinks that way.

I don’t think that. Some people might short-circuit their arguments/thinking to something like that, but I think it’s pretty clearly not accurate.
