Can one be born with this 'disfigurement' (NSFW - see details inside)?

That is, circumcised.
I heard a comedian say that he was born circumcised.
Is that possible?

No. Can one be born without a foreskin? Maybe.
But circumcision, aka genital mutilation, by definition requires a surgical procedure.

If, during a botched abortion, only the foreskin is removed by the curvette.

Women – 51% of all humans – are not circumcised. (although there are some MIddle Eastern and African tribes that do something similar to women for religious reasons.
