How are Zodiac signs assigned to each time of year?
i.e. why is a person born in late February or early March assigned to the constellation of Pisces?

Because that constellation is where the sun is during those times, although it’s probably shifted by now. Since the sun moves around faster than the stars do, it moves from sign to sign. If you were born when the sun was in Pisces, you’re considered a Pisces.
Although you will have planets and such that were in other signs.
