Does Adobe 8.1 or 8.0 have a feature that allows you to highlight and/or save the highlighted sections?

Are you talking about the PDF reader? I don’t use Windows anymore so I can’t l can’t run the app to look for the option. But, I do know this wonderful little Windows app will allow you to copy and paste text from a PDF file.

Not free or cheap, but check out bluebeam revu: www.bluebeam.com—they have awesome tools for both, and a bit friendlier to use than Adobe Acrobat.
