Ditto to the other thoughts above. It’s easy to use the Whitehouse.gov website to submit an email to the President. It will get read, but unless it is particularly useful information of political value for something they are currently pushing for, it won’t get far up the food chain. Most likely, if it gets anywhere, it will just get assigned to a statistical markup of thoughts that come in, as in “here’s one more for healthcare reform—or against it.”
You stand a far better chance of getting higher-level attention in a personal letter or phone call. And if the issue you wish to exploore matters to you, include your area Representative and your state’s Senators as well as the White House.
The letters and calls that are most likely to get serious attention are those that present your personal story. If legislation or the need for it has personally impacted you or your family, tell how and why. Explain the harm it’s done, and what you think should be done to remedy it. That gives those receiving the letters the ammunition they need to take up your cause.
