Go to the police. Or, if they won’t listen/ help you, contact a state government official. They might be able to help?

Keep a written record and take pictures as often as possible, then go to court and get a restraining order against him.
Isn’t a magistrate a law enforcement officer? How can a magistrate be harassed?

Get a temporary restraining order first. Then a permanent one from the court. Call Police anytime the order is violated, even if it twice or three times a day.

Curb stoning in most states is controlled by Department of Motor Vehicles or equivalent.

In addition to the suggestions above, call Child Protection Services.

He killed your cats? . . . I’d say he should be thrown into a wood chipper.

I would suggest you hire some people to surveil him and document the &$*% out of his illegal immoral activities and hire a lawyer and recruit assistance from the law and/or media and/or the Internet to get him dealt with in any and all ways prudently possible without getting yourself imprisoned or attacked.

It’s probably a really good idea to avoid appearing to be the one responsible for going after him. However I’d probably also take safety precautions as well – getting vulnerable people/animals/property away from them and/or taking other measures.

You obviously are from a kind of place that I’ve never lived. A magistrate is a member of the judiciary where I’ve lived and their word, in practice, carries a hell of a lot more weight than the average citizen. One word from the magistrate should have blue all over this guy. But it sounds to me like this magistrate is either ball-less, or his title is honorific and without any power.

In that case the way to handle this is to do exactly what @YARNLADY suggested above: Document, document, document. You should have kept any physical evidence this bully has given you, such as those notes you mentioned above, along with phone photos and phone videos depicting this person’s behaviour, his dogs’ behaviour, even his kid’s behaviour, signed and unsigned statements from other neighbors, eyewitness accounts, etc., etc., until you feel that you have overwhelming evidence that this man is a danger and discomfort to the people who must live around him, then take it all to the law enforcement agency handling your jurisdiction. Document, document, document. Give law enforcement something solid to work with.

And if your local law enforcement refuses to act, then take your documentation to the agency that oversees them, then the agency that oversees that agency until finally you get action—right up to the governor’s office.

If you can afford a lawyer to advise you, or have a willing lawyer in your neighborhood, then they would be invaluable in guiding you on how to get justice in this case.

Can you install a camera to show some of the things he is up to? He sounds horrific. You can use the footage as evidence.

Thanks everyone I am new to Fluther so have no idea where to respond back to all your great comments and ideas.. I contacted police and had a restraining order placed in the very beginning of this harassment. I showed up for hearing on the date scheduled only to be told that I was under arrest! The court had rescheduled the hearing because the person harassing me said he couldn’t come on that date. They sent the hearing info out to you won’t believe this another person on the same street with my name, even though then info on original complaint clearly stated the correct info. the courthouse looked up the info online and sent to wrong person. I never got the info, when I arrived at court the person I had a restraining order against I presumed had now said I was stalking them. I am a disabled person who can hardly move. he claimed I was peering in his windows with my cameras. the same cameras I had installed to document his harassment. The magistrate lives next door to this man and is now being harassed and threatened by him. I was taken to jail and had to pay for a lawyer to defend myself. They pulled up info and had a whole ream of info on me, that was until my lawyer proved that I was not the same race as the party in question and had not lived in the USA during the criminal record they pulled up. They were asking that I be sent to jail and be on probation because of this criminal record.it was only because we proved it was a different person in fact several people that I was even given a chance to speak to court. In the meantime the neighbor had listened to all the info, he was asked to leave the courtroom during the conversations with the court. He instead went to the outside door and cracked it so he could hear everything. he started telling everyone I had a record which was untrue. I had to request a letter from DEA and FBI to prove my innocence. He strted really harassing me screaming at me threatening my life etc. I called the police several times. I took the video of all his harassment and made into a cd and gave to the prosecutor to prove what was going on. This man and his children are seen on video doing all the things I have mentioned. After two years now going on three after whole matter was dropped by courts I had to contact lawyer and ask for a cease and desist order as he was gossiping to everyone, pointing his gun at me threatening my service dog that he would poison it and continues to this day to monitor my car and ask neighbors about my movements. He speak to anyone and most importantly prospective buyers and even hands out flyers when we have open houses. he has plastered his house with my arrest photo and paced them on his cars. I have spent several thousand dollars and will probably sell th house at a great loss. I tried to do the right thing and am the innocent party. PS Magistrate sent a legal notice to neighbor that he stop the trespassing onto his property by this same neighbor and made a complaint to the local police when this neighbor attempted to run him down with a car.
