@DWW25921: If you buy the idea that the First Amendment applies to the states, then not particularly. There is no legal basis for the establishment of a religion, which is why mandatory prayer is more or less out of the question in public schools.
The icky part is free exercise. To the extent that free exercise can be regulated in a school setting, the school would need to show that the regulation meets a legitimate state goal with regard to education (e.g., the exercise would have to interfere with the school’s mission or disrupt other students). I don’t think that’s particularly hard to do in most cases, but there still seems to be an expectation for making reasonable accommodations for conscience. That said, I guess states have pretty wide latitude to decide such questions on their own based on the needs of their own populations.
